8/25/07: Update/correction. Changed magnetic to electric, thanks to dr vogel
Could i develop a dual layered electric field that when rain entered the first layer it would be positively charged and when it hit the second layer, it would be repelled by another positive charge? hmmm. I have a long way to go with this idea

why would you want to stop the rain? we need it!
It wouldn't be stopping it, it would be preventing it from hitting my windshield
